Belmont County Animal Rescue League

The Belmont County Animal Rescue League in St. Clairsville, Ohio strives to provide resources and educational opportunities to new and existing pet owners.

As part of this mission, BCARL provides educational information in order to:

Better understand canine behavior and personality
Develop methods to measure and improve welfare in a shelter, rescue or foster program
Identify problem behaviors and implement behavioral interventions
Help shelters, rescues and foster programs make successful matches

Founded in 1974, the Belmont County Animal Rescue League in St. Clairsville, Ohio was organized by three caring and compassionate citizens of the community who saw a need for structured animal welfare programs. BCARL Founders John Pickenpaugh, Dr. McBride DVM and Elaine Barnes believed that to have an impact on serious animal issues in Belmont County they would need to focus on developing innovative resources and services that would have a lasting effect and save lives.

The Belmont County Animal Rescue League relies solely on the generosity of individuals like you who share our passion and belief that caring for animals is an important expression of our collective humanity.
